County planners to revisit project tonight

It's been tabled three times but the Willow Run project is scheduled to be back before the Culpeper County Planning Commission tonight.

Due to minor acreage changes made as recently as last week, however, the applicant will request another tabling in fairness to the commission. The public hearing will continue as planned.

USA Development Services Inc. has proposed a 3.4 million-square-foot project in Elkwood, just east of Culpeper Regional Airport on U.S. 15/29.

The Fairfax-based company plans to buy 513 acres from the Gyory and Stillwell families, contingent upon rezoning approval from Culpeper County. The project is designed to be a "destination place with a resort feel" that would include outdoor retail, a water park, equestrian center, offices, restaurants, hotels, banks, gas stations, multiplex theater and more.

It is a 20-year project planned for construction in four phases - the first is slated to begin spring 2009.

In previous months, the applicant has requested a tabling to iron out traffic and water and sewer issues.

Project Manager Veronique Freeman said the company is still working out an agreement with the county regarding water and sewer access, which will be presented at tonight's meeting.

Planning Director John Egertson said the Virginia Department of Transportation has not yet approved the project and some work still needs to be done regarding water and sewer.

He said the project is making progress but will recommend the commission table it.
