The Culpeper County Sheriff's Office arrested three Madison men Saturday on charges of underage drinking.
Two juveniles, who were in the car with them, were also charged and released to their parents.
Sgt. Jim Fox said Cpl. C.J. Johnson was running radar on U.S. 29 North at 10:41 p.m. when he noticed a vehicle traveling 87 mph.
He stopped the 1994 Ford Escort and spoke with the 16-year-old female driver, of Culpeper.
Fox said Johnson detected a "strong odor of alcohol" in the vehicle and later determined that all occupants were past the legal limit, except for the driver.
Johnson called Deputy Derek Emmel and his dog Kilo to the scene where Kilo alerted to the smell of narcotics.
Deputies found a small bag containing suspected marijuana underneath the passenger seat. Fox said no alcohol was found in the vehicle.
Johnson charged the driver with underage possession of alcohol, violating passenger restrictions by having too many people in her car, possession of marijuana and reckless driving.
A 17-year-old Rapidan boy was also charged with underage possession of alcohol and drunk in public. He and the driver were released to their parents or guardians.
Johnson also arrested William Royston, 18, David Henshaw, 19, and Steven Seidle, 20, on charges of underage possession of alcohol and being drunk in public.
The charges are punishable up to one year in jail or $2,500 in fines.
Royston and Henshaw were held in Culpeper County Jail until sober. Seidle was released on a summons but is being held on unrelated charges.
