Community service supervision lacking

Who is supervising the folks serving community service? I use the landfill weekly, and on many occasions I see the people who are supposed to be serving community service hanging out and socializing.
I do not need help getting trash out; however, I see too many senior citizens lugging trash while they are not helping.
I’m not blaming the paid staff at the landfill — I’m sure they have little control. I am, however, curious if someone follows up to be sure that the ones who are supposed to be serving the community are actually doing it?

My experieince has been quite different. Ipulled up at the same time an elderly couple pulled in. The two boys there quickly assisted both of us without asking. May not be all the time but so far I haven’t had to get out of my minivan. Unless I see it I can’t say we should spend money on a monitor
