William Collins, 42, of Culpeper was arrested Wednesday in Fredericksburg on a warrant from Prince William County charging him with misdemeanor larceny.

According to the Fredericksburg Police Department, Collins jack-knifed a tractor-trailer at 3 p.m. on the ramp from Route 3 to Route 1 northbound. The single-vehicle wreck closed the ramp for about 45 minutes, and there were no charges filed.

During the investigation, however, police discovered Collins was wanted on the outstanding warrant, dated Nov. 29. Bond was set at $2,000.

A spokeswoman for the FPD did not have details surrounding the circumstances of the charge from Prince William County.

According to online court records, Collins was charged with reckless driving (65 mph in a 35-mph zone) in Prince William County in 2006. He was found guilty when he failed to show up for court, and the $248.01 fine is listed as past due.
